Version: 2.1.3

The release version build of the Astroid Planning App version 2.1.3 is now available (note: this version is still pending FDA 510k clearance). No data types or api function signatures are changed in this release. This release includes the following changes since the 2.1.2 release:

• Updates the dependent Dosimetry App version to be 2.1.1-1 from 2.1.0. The Dosimetry App update includes removing the function call find_potential_max_voxels() during feasibility and MCO initialization that was causing max constraint violations and significant progress stalling (usually seen at 0.5%).
• Provides better DRR smoothing when a specific drr grid is provided
